　　现状调查

　　市区周边多现摩托

　　12月9日下午2时许，在广汕公路龙洞凤凰山宾馆路段，一辆无牌摩托车逆行，车速极快，突然撞到从凤凰山宾馆一侧的路口驶出的大货车，摩托车上的两名男子飞落地面，身受重伤。随后记者在位于广州北部的沙太路白云山农批市场发现，这里许多摩托车来往飞驰。一名摩托车司机对记者说，他每天都驾驶摩托车给市场送货。听记者说广州J**M了，他竟然说：“现在不是开禁了吗？”

　　记者调查发现，在广州市区周边区域，如白云区、原芳村区都是摩托车“重灾”区。在广州大道北，南方医院、东坑和同和路段，都有大量摩托车上路；在靠近永兴村的龙归路口、石湖村口等，到处可见拉客仔开着摩托车拉客，这些摩托车大多陈旧不堪。

　　“J**M快一年了，但这里（龙洞路段）到处都是摩托车。为了避开交警或图方便，摩托车逆行甚至驶上人行道是经常的事，简直吓死人！”市民唐**说。

　　家住天河客运站附近的胡先生说：“每天都看到许多摩托车来来往往，我感觉像没J**M过。”

　　家住荔湾区的梁**对记者说：“前段时间见不到摩托车，我心里感到很安全，但现在它们又出来了，真让人害怕！”

　　摩的聚集车站拉客

　　连日来，记者多次孤身前往广州“黑摩”出没地暗访，发现它们几乎清一色“利”字当头，完全不顾他人及自身的安危。

　　12月10日下午，在坑口地铁站出口，记者看到五六辆摩托车在等客。几名女子刚走出地铁口，几名拉客仔就驱动摩托车上前拉客。随后记者在芳村客运站出站的两个路口发现，停着多辆无牌的摩托车。

　　10日下午4时许，一名男子拉着一只行李箱走出芳村客运站，3辆摩托车迅速围上去，一名拉客仔拉着该男子的行李箱说：“去哪？坐摩托吧。”该男子挣脱说：“干吗？抢劫啊！”如此情形在半小时内上演了3次。

　　附近一家杂货店的老板告诉记者，这些拉客仔为了抢客总是争先恐后，完全不顾行人的安危，上一周，两个拉客仔为了抢客还大打出手。

　　记者随后乘坐一辆39路公交车前往龙洞，在该车途经的各公交站，记者都看见拉客仔开着摩托车拉客。

　　律师说法

　　搭摩的出事难索赔

　　广州易春秋律师事务所的王律师告诉记者，J**M要落到实处，处罚一定要严格，该没收要没收，该销毁要销毁，这样才能杜绝摩托车重新上路。摩托车非法上路搭客，乘客没有安全保障，万一出现交通事故，乘客赔偿很困难，还是不坐为好。

　　摩的司机

　　冒险拉客只为养家糊口

　　连日来，记者采访了多名摩的司机，他们大多表示，为了生计无奈拉客，有时候为躲避处罚甚至甘冒生命危险。

　　老吴，在天河客运站开摩的半年多，50多岁，湖北人，一家人都在广州，孩子正上大学。

　　“我年纪大了，又没有一技之长，只能开摩托车拉客赚点钱，再怎么危险还是要出来赚钱养家糊口啊！”老吴说，他曾被交警查过几次，但为了生计，依然每天拉客。

　　老邹，50多岁，一般在沙太路白云山农批市场活动。“家里两个小孩都上初中了，经济负担重，我找不到工作，苦力又做不来，是老乡介绍我来这里做的（开摩托车拉客）。这里很多人的情况跟我差不多。”

　　一名姓林的摩托车司机告诉记者，这一行每天五六十元收入，周末人多时一天能赚上百元，比在家种地强多了。不过他也表示，一旦被交警抓到至少罚300元，摩托车还要扣半个月。

　　“这里不是广州的J**M区么，你就不怕被抓？”记者问。

　　“一直在查，我们见到穿制服的就跑，但碰到‘便衣’就很难搞了，上个星期我就被没收了一辆。没收就没收吧，现在买辆摩托车也就两三百元，没有牌的更便宜。”林叔说。

　　一些摩的司机说：“扣车半月就当是休息，车领出来后就继续干，不干就没饭吃了。”

　　交警态度

　　见一辆扣一辆，扣一辆销毁一辆

　　针对广州J**M区内近期出现摩托车的现象，交警部门有关人士称，偏远地区特殊的地域性限制了交警深入管理。“总体来说，广州市区全面J**M成效显著，市区主干道全天见不到摩托车，人员密集场所、地铁站口也见不到摩托车拉客。目前交警部门没有松懈，对于摩托车做到见一辆扣一辆，扣一辆销毁一辆。”

　　有关人士坦言，由于J**M，大批摩托车向J**M区边界转移，造成了交通事故，这种现象短期内尚无法消除。“偏远地区、城中村确实仍有少数摩托车存在，经初步调查，这些车绝大部分都是涉嫌外地牌、无牌的违法车辆，其活动的时间大多在深夜，行走路线刻意避开交警巡逻路线，有的只在深街小巷活动，加上当地的监控系统不发达，给交警部门整治带来相当大的困难。目前交警部门正致力于完善当地监控系统，加大宣传力度，进一步打压摩托车违法行为。”

　　市民说法

　　针对摩的现象，一些市民表达了自己的看法——

　　摩托还是很猖獗

　　家住在龙洞的陈**说：“他们（指摩的司机）总是拦住路人拉客，有时候还冲上人行道，在我们身边冲过去，真吓人。J**M都一年了，为何摩托车还是这么猖獗？”

　　住在天河客运站附近的胡先生说：“每天都看到许多摩托车来来往往，那些车都是无牌的，撞了人一溜烟就跑了，都不知道去哪里找。”

　　私家车车主朱先生告诉记者，他每次开车到广园路都额外小心，因为满眼都是逆行的摩托车，危险得很。

　　坐摩的省钱方便

　　市民龙先生说，他是打工仔，赚的钱不多，有时为了赶时间，打出租车贵，打摩的方便又便宜，所以他还是喜欢坐摩托车，特别是遇到塞车，打摩的就更方便了。

　　家住广汕公路育龙居的林先生表示，晚上加班回家他一般都选择打摩的，不用等夜班车，比打出租车便宜。

　　家住荔湾海中村的一名学生告诉记者，这里的公交线路525每天傍晚6时20分收车，一天只有5班车，居民出行只能搭摩托车。

　　J**M影响

　　大量摩托向城乡接合部转移

　　记者从交警部门了解到J**M之后今年上半年的情况：

　　交警部门共查扣各类违法摩托车3.2万余辆；

　　全市共发生摩托车交通事故1423宗、死亡259人、受伤1937人；与去年同期对比分别下降40%、25%、38%。

　　另一方面，非J**M区的交通事故有所上升。

　　以白云区为例，J**M范围为黄石路以南，由于J**M实施，大量摩托车向城乡接合部等区域转移，造成目前摩托车事故占到全区交通事故的四五成。
